I am thinking Aiden O'connell / Minshew and Tyler Huntley in case Rodgers isn't 100%.
The list is fairly large based on this article. I am not sure I agree Dalton is above the rest of the list, but I broadly agree with it.

Sam Howell is a hold for me in SF leagues. He showed some flashes on a bad Washington team last year. Geno isn't exactly the QB of the future so if he doesn't play well out of the gate or gets injured the new regime could give Howell and extended run to see if he can play.

Yeah and I am not sure Geno wasn't just a right place right time guy in 2022. That list sums it up quite well. But I would move drew lock up a few pegs if it’s superflex. Hedging against Daniel jones isn’t a bad play

Are we talking dynasty backups to roster/rank?
If so, IMO, it's Penix/Fields, then a small tier of guys like Howell/Browning/Winston that are worth rostering and could give you meaningful ppg without derailing your season, and then a big tier (maybe half the list) of "hope he starts a few games so you can sell for a 3rd"
