I was huge on Kelley this offseason. He was my rb6 behind the big 5. I sold. His ceiling is capped unless Ekeler goes down.

I don't ever think Kelley will be a top 10 RB or some elite fantasy stud but he is the short yardage and goalline back. So if he is getting all of the goalline and inside the 5 carries, he could easily have double digit TDs and be a low end RB1 just off of touchdowns. I did draft him in a Big redraft but have been unable to buy in Dynasty.

He's a buy, sell, or hold for me.
I would buy for a mid 2nd or later. Possibly an early 2nd. I probably wouldn't pay a 1st for him.
I would probably sell him for a 1st, but that would depend on team needs. If I need RB depth for this year then I'm inclined to hold. I wouldn't sell if someone offered me a 2nd for him.
And depending on roster construction, I could trade him for someone who benefits me more. Either a 1st round rookie propect or a veteran player. I have no idea who that would be, I would evaluate on a team by team basis. But I would sell him for any position that helps me to plug holes.

He looked good week 1. I did not watch him week 2, but his efficiency looked pretty bad. He should be a solid nfl back but he lacks anything high end. Behind a great like with a lot of touches he could be a surprise rb1. A definite hold for any competing team imo with all of the injuries
