I don't think burrow will ever be valued as a top 3-4 QB. If you don't mind taking the risk, I think Caleb could be more valuable than burrow as early as next year.
I would argue he shouldn't be, not if he's only finished top 5 (once) and top 10 (twice) since entering the league.
