Starting a league and have half of it filled with high quality owners that I know through other leagues. My question is where is the best place to fill out the rest of the league? I know there’s a “wanted” section here and there are other recruitment forums on other sites. Where have you guys had the best success filling leagues?
Side note: I do have a 12-14 team best ball starting up that I’m trying to fill. If anyone is interested, PM me.
But I’m more so asking in general where you guys pool potential owners from.

I'm consistent luck finding replacements through the Leaguesafe classified ads. People can pay directly or ask you questions prior to paying. Very simple and effective.

This definitely sounds like a solid suggestion for pay leagues. I should have mentioned I only play in free leagues, so this one wouldn’t really apply for me. Thank you for your suggestion though. I know a lot of people don’t care for free leagues, and perhaps league activity is partially the reason, but I’ve had good luck with having solid owners in free leagues in the past. Also I usually look to managers in other leagues I'm in. That way I know if they are engaged, active and decent at FF.
