Here are the bylaws concerning waivers

Waivers
Waivers will run once weekly after the Startup draft except
(a) during Rookie Draft,
(b) After Week XVII starts until all owners are paid for following season
Each year after payment has been made, owners will get $500 FAAB for the entire year. This money DOES carry over for future years.
Roll Over balance has been capped at $2000 so max allotment at any given time will be $2500
BB Waiver Periods will run from Wednesday 6pm to Wednesday 6pm.
Players dropped into FA will be available for the NEXT Waiver week.
Prior to Rookie Draft only Veterans can be picked up via Waivers
If you pickup a rookie they will be put back into the pool, but you will not get your BB$ back.
