I'd agree that's not too bad of a call since both are dart throws. I just found out that our league’s draft position is based off of regular season results and postseason finish doesn’t matter. We currently have teams already locked into a playoff spot for this year sitting players to earn a better draft spot. I’m curious as to what other people do to prevent tanking.

I think he's likely starting Bell over Marshall because it's questionable and believes Bell will score less. FP has Marshall as the WR52 overall for week 14 and Bell as the WR78, and I think any reasonable observer of Marshall's recent production would expect him to outscore Bell and potentially put up okay numbers. While both are basement dwellers there's sufficient reason to believe there's willful intent to tank here. Don't know if it's egregious enough to warrant any real action though considering the relatively low projections for both. I know I wouldn't want to be told who to start if I was contending and believed a lower consensus players was a better option in a given week. But context also matters, and this is an owner who benefits greatly from losing.
I would consider bringing it up to your commissioner so that you know they are at least aware. If you are the commissioner I think you could approach that owner and ask why they were making that distinction and let them know it has the appearance of tanking. Ultimately, it's just grey enough (and I think that's what this owner is counting on) that action may not be possible without it causing more harm than good. Guess you could chalk that up to the overall roster construction for that owner is so poor that their "better" option is only Terrace Marshall and therefore regardless of outcome has earned the 1.01 if the point differential between him and Bell actually impacts the result. His team is bad…so this is the only questionable call. But this game will be a lost scoring battle. It could easily be the difference between 1.01 and 1.02…which is about 1.5 first rounders different in value.
