Kyler vs CEH

First year doing SF, I'm trying to figure out how to value QBs. It's a new dynasty league where I own Kyler, and could potentially get in a trade for CEH but I'm trying to figure out where the value balance lies. the other guy and i are considering something like Kyler + some middling WR for CEH + Julio but I have no idea where that lies on the spectrum. Outside Kyler I have Baker/Daniel Jones/Tua. Any thoughts?

Stay with Kyler in SF. It isn't close.

Murray is definitely more valuable than CEH. Julio is an interesting addition and not unworthy of consideration. But your stable of QBs is far too unproven to make this trade.

Any thoughts on something like Daniel Jones + Jordan Howard + some wr for CEH or is bringing it down to 3 QBs to risky in general

It's a "yes...and" for me.

Yes, going down to three can be risky. But it depends on your three. In your case, having Murray, Mayfield, and Tua seems very risky. I'm confident in Murray, but Mayfield worries me and we have never seen Tua play. So losing Jones would create a huge gap. Indeed, I don't love having only Wilson, Rodgers, and Wentz in team 1 in sig (yes, I have Love, too), but at least I'm confident in each of the three of them.

As for your trade, it's not horrible and might even be value. It's just up to you how much risk tolerance you have for a potentially depleted QB corps.

And that is the crux of SF / 2QB leagues: stack the most important position so that you always have two strong starters or be willing to roll with just two or three QBs and hope that they stay productive and healthy.
