I think if he wanted to sign just to be on a roster he could/would have signed - ala Alfred Morris or D'Onta Foreman or Devonta Freeman or such. But it is likely he wants more than the bare minimum and guarantees as well plus a situation he likes rather than a camp body or 3rd/4th string.

So yeah atm either a team is going to have to feel they need Gurley, or he's going to have to wait for things to change or change the parameters of what he wants.
