I can see passing on either deal but I think I would be inclined to take deal #1. I think you can take deal #1 and still compete, although I would try to get the 2nd out of there.
At this point Lacy is a big upgrade over Shady. Shady may be dealing with this hamstring all season and his value certainly isn't going up. Lacy would be a no brainier starter for you each week.
I like Decker more than Garçon.
Losing Calvin is tough as I don't think week 1 is indicative of how his season will be but Perriman should be back soon. If the Ravens thought his injury would be long-term they would have put him on the PUP list so they must believe he will be back before weeks 6-8.
I like the move for your team to get younger and move some assets whose value may drop off a cliff at the end of the season.
