I think Howell needs a new coach and/or team.

He showed some progress this year. Wouldn't mind developing him as a backup on a better team.

OC and HC are different jobs. being good at one doesn't make you good at the other. the fact that others have been promoted to their level of incompetence doesn't mean he should, too. if anything, so many others getting there with less while he couldn't, makes you think why is that.
If you go back and look at rookie coaching hires, the overwhelming majority were an OC or DC previously. It's the highest coaching position you can get without being the actual coach. It puts you in position to get the big job.

I agree that being a good coordinator ≠ being a good HC. A lot more responsibility comes with the latter and you are a face of a billion dollar franchise. Some like Spags, Joseph, McDaniels, Wilks, and Fangio are probably more effective as coordinators. All of them at least got an actual chance to prove it one way or the other though.

Whether fair or not, it's possible there is something behind the scenes preventing him from getting that role. However, if you are strictly looking at on field results, which influences most hires to begin with, a candidate with 16 years of experience and two Superbowls as the OC is past the point of still needing to earn it like he's some unknown commodity.

I don't think it would matter much at this point (as in doomed for failure regardless)

Yeah, Friday's practice. He complained about hammy tightness at the end of it, so Howell is coming in cold.
