I think year 3 is where the real "breakouts" happen. WRs usually take a stride forward in year 2, which from a percentage improvement compared to their rookie year can be bigger than year 3. But, most don't become fantasy startable until year 3.
The BEST time to buy sometimes is going into year 4 though if they don't blow up in their 3rd year, especially for guys who entered the draft really young or switched positions to become a WR sometime in college or entering the NFL.
