Exp & active owner looking for Devy--non contract/cap

Looking for a very specific league. Would rather get in on a startup but an orphan would be ok. Must be PPR & would much prefer IDP. Also definitely not interested in contract/salary/cap. Anything up to $150 is in my wheelhouse. Just shoot me a pm if you have anything. Thanks
