Goff by a considerable margin. He's been a top 12 QB the last two years in my leagues, it isn't always pretty but he gets the job done. Penix spent 5 years in college, which is a major red flag, has had multiple major injuries, and likely won't start until he's 27...

Goff easily. Penix may not start for several years. Take the guy who is locked in starter with a high powered offense already.
