This is good value, assuming rosters are deep enough that you don't have to drop anyone of note.

Yeah, but I wouldn't expect him to produce the kind of stats that would make me happy to make him a regular starter. IMO, Reed is one of 40 very talented NFL WRs who have immensely more real-world value to their NFL teams, than they have to fantasy contenders. I don't see a realistic scenario where Reed receives the consistent target share to be a T30WR for fantasy.
