Penix for example, looks good, but he is also a six year starter, who will be 24 next year. Usually, old QB prospects who've been in college for a long time do not have a strong hit rate.
The injury thing is the real major issue for me with Penix. His footwork is also a concern, but I'm constantly amazed by the zip he gets on his throws while throwing flatfooted. I think with his arm strength and the fact that he's got good enough athleticism will convince someone he is worth a first, especially with how many teams need a QB.
