Tannehill, but I'm lower on Baker than most. He's a young starting QB with job security... if that's your bar then go for it.
He's not gonna lose you weeks, but he doesn't have the rushing ability. I don't think he's an elite pocket passer that takes over games. He's good... The lack of rushing floor will lower his floor and his ceiling vs other QB options.

IMO, Tannehill is better and more consistent than Baker. Tannehill also has better receivers than Baker.

He is boring and won't have monster weeks, but Tannehill has earned the nod here
