120 targets to split up, why wouldn't a couple of massive upgrades with Tua be fantasy relevant?

120 targets most likely had to do with the fact Fitzpatrick led the team in rushing and had nobody outside of Parker to throw to by the end of the season. Both are flex worthy I suppose, but I wouldn't want to have to rely on either in a starting lineup.
16 team league
1 QB, 2 RB, 2 WR, 1 TE, 2 Flex (RB/WR/TE)
26 upman rosters - full point ppr
2015, 17, 18, 19, 20 Champs

QB: Watson, Flacco Stidham
RB: Bijan, Gibbs, McLaughlin
WR: Olave, Addison, Flowers, Rice, Sutton, Downs, Mims, Tillman
TE: Kittle, Goedert, Chig, Woods
24 Picks: 1.06

fair enough, but it really doesn't take much to be RB24 if you are mostly healthy with a consistent job. I'd consider RB3s fantasy viable
