Haskins is my QB5 right now. I've been offered Cooks or Hardman for Haskins straight up. Would you take a shot on either of these players for Haskins given my build? I kind of like taking a shot on Cooks, am I crazy?

Yeah, I would hold for more. I'm actually a buyer of him. He wasn't really scoring for fantasy, but Haskins finished the season very strong last year. They obviously need to add some more weapons, but the oline is solid enough as is. I actually have him ahead of Lock in my personal rankings.

Lock has a lot more selling value though. Q for you neverpunts....
If your league is not a 2QB league, why worry about a QB5, especially Haskins. (keep in mind I drafted both Haskins and Hardman for $1 last year) I would do Hardman straight up for Haskins. Especially with your roster.
If you ever want in a 2QB, PPR, IDP, auction draft league let me know.
I got 1 or 2 openings for 2020.

You could see a scenario where Tannehill implodes this year and he's out of a job but you'd still be left with: Wilson, Murray and Lock.
With how many 1YR college QBs flame out, Trubisky is the latest victim..and you factor in WAS being kind of a dumpster fire...I wouldn't hold it against anyone trying to get out on Haskins.
