I think Kupp's ceiling is actually higher than Cooks'. Cooks hasn't put up 33+ points since he left the Saints (and has only cracked 30 once, week 4 of 2017). Cooks has the bigger track record so he's probably a bit safer.
I've always been a big proponent of Cooks, but I think I'm ready to move Kupp in front of Cooks.

Goff is dependent on him, so as long as Goff is the guy - Kupp will be pretty valuable.

I am thrilled I got this guy in the offseason for what ended up being Royce Freeman, Peyton Barber, and Robby Anderson.
Traded down from 1.3 to 1.6 and Ebron. Ebron and Barber for Royce, then Anderson and Royce for Kupp.
If that says Kupp is worth a 2020 1st that's bonkers. way to go to grab him.

Its a very good reminder that even a years difference can change the perception around a trade. A year ago those 3 players were all "what if" or "on their way" but had not yet arrived. When does this discussion turn to Kupp being THE #1 fantasy WR?
He has the targets, high enough skill and top offense. He is not the most talented WR in the game, but in fantasy PPR he is the most valuable.

I don't think it does. Ever. Situations can change rapidly, and that is why talents that are more immune to that change will be regarded higher.
