James Conner or DJ Moore? WHIR

I'm in a 12 team PPR dynasty league with smaller rosters of only 16 players. Won the Title last season and hoping to repeat!
QB: Mahomes, Big Ben
RB: Gurley, Mixon, Ingram, Singletary, D. Harris
WR: Nuk, Hilton, A Rob, Robby Anderson, DJ Moore
TE: Ertz, H. Henry
K: Tucker
D/ST: Stream

Was offered RB James Conner for WR DJ Moore. I'm high on DJ Moore and can't get a good read on Conner. Steelers lost some coaches, Bell, and Brown so should be worse. Hard to rely on a WR in Carolina though with C Mac getting so many touches. DJ Moore in open field is ridiculous. James Conner is better in between tackles than Samuels. Thoughts? WHIR. Thanks! Waiver wire always has a few WR to pick from.

Conner pretty easily for me. Should be the bellcow again and put up big numbers in that role last year.

DJM for me. I see Samuels getting more run this year to preserve Conner

I'm high on Moore, but it's Conner quite easily.

I prefer Conner, but am high on Moore developing. You could see what you can flip Conner for, if you're concerned about his touches

This is easily Conner if only for the value difference between the two
