And while it may be a smokescreen, it's entirely possible that they're not sold on the QB's coming in and they feel Eli has a few more productive seasons left. If they're going to roll with Eli, why not upgrade his offensive personnel? How Davis Webb looked in the voluntary minicamp may also play into the decision though.
If I were running the Browns, I would take him for sure.
