Why? Howard is probably locked into their 2-down Blount role no matter what. Ito is a Freeman injury away from a lot of targets and carries in a good offense.

Do you really think Ito is capable of handling the load if Freeman goes down?

This has to be Smith. You are in trouble if you are relying on Howard to "Win now". Smith is going to be a nice flex play once Freeman goes down.
12 Team (2014 Champ, 2016 2nd, 2021 Champ) 1.0 PPR, 1.5 TE, Superflex, Start 9, 1-2 QB, 2-4 RB, 3-4 WR, 1-3 TE

QB - J. Hurts, M. Stafford, K. Cousins
RB - S. Barkley, D. Cook, E. Elliot, T. Pollard, A. Mattison
WR - D. Adams, DK Metcalf, A. Cooper, C. Ridley, R. Anderson, C. Davis, J. Jones
TE - M. Andrews, G. Kittle, M. Cox

Win now, I would go with Howard pretty easily but neither or good options for a win now team.

He's probably just as likely to hold up as Freeman (which isn't that likely).
But Even if he can't hold up more then a few games, a few games if Ito in the #1 role in Atlanta is worth more than anything Howard will give you. Howard is just a desperation "start and hope for a goal line TD" option unless he magically finds another John Fox offense.

i very much doubt ito is a lock at n2 for the falcons. he's nothing special.
and if freeman goes down it's likely they'll bring someone else in (unless ollison turns out well).

No one said he's a lock or special. I just said he's a better bet than Howard. Give me the bum who can get targets over the bum who can get GL carries.

If you are in a win now mode and end up having to rely on either of these RB's you're unlikely to be "winning now"....Jordan Howard was a nice flash in the pan and has shown he can be a good thumper behind a solid O-line but his fantasy outlook is looking bleak in Philly and I think Ito Smith is nothing special in any way and I find it hard to believe he would even be a decent play if Freeman goes down.

I gathered that. I would think Atlanta continues some sort of split, even before Freeman goes out. It's what they have done for years.
They're both kind of turds, but targets are worth at least 2 carries to me (even before PPR) and Ito is in an offense that throws to RBs, utilizes multiple RBs, and has unproven depth. I just think their are several more paths to him having some fantasy relevant games than Howard. Even if Sanders gets hurt, I don't see Howard being used in the passing game.

i get that, we just disagree: i think ito's role will shrink fairly rapidly despite the unproven depth at RB.
howard will not be involved much in the passing game, no. but i can see a couple of multiple touchdowns games from him.
