Startup rookie/devy draft

We are currently in the midst of our startup auction and will be holding a separate rookie/devy draft afterwards. I will likely have 1.01 and the contract on that will be $6mil/188.2 for 4 years. Assuming its kyler what is that pick worth in a trade for other picks? Obviously want a 1st back but what else should be added to make it fair? Is a mid 2019 1st and a 2020 1st fair there?
