It's a dumb rule, but they are trying to eliminate the dangerous situation for QBs who are largely the face of the league. Pretty sure it counts as a slide so any body part touching the ground is play over regardless of contacts. Someone else will probs chime in with the correct interpretation.
I also hate how QBs are able to "fake" a slide and continue running. Darnold did it on his 75yard run a few weeks back and Mahommes did it last night. It puts the defense in a no win situation.
