Is this a pretty reasonable offer in PPR?

This is the place for team advice - should I make this trade, should I draft that player, etc.

I give: Reggie Bush & 1.2 (Martin or Blackmon)

I get: 1.1 & Locker

Depends... do you actually need Locker? How big is your league? starting requirements? Roster size? Are you competing or rebuilding?

You should edit your profile and put your team in the signature. We can't help you if we don't know your team.

While a great idea, I have way too many teams (14) to put in my signature ;) But yes, I think I could use Locker. This is a 12 team league, we start 1qb, 2rb, 3wr, 1te, and 1 flex at rb/wr/te. My roster is below:

Ryan, Gabbert
Stewart, Helu, Bush, P.Thomas, J.Rodgers, Scott, McCluster, K.Bell
Calvin, Fitz, Nelson, D.Moore, Cobb
V.Davis
Janikowski
Texans
Rookie picks 1.2, 1.12, 3.12, 3.12

and if I keep what I have or this owner rejects that offer, and let's assume he takes T.Richardson, would you take Martin, Blackmon, or Luck/Griffin?

I'd do it. I don't think Locker is anything special, but TRich would give your RB a much needed boost. I imagine you can compete with Ryan/Trich/Calvin/Fitz/Davis.

I'd probably try to get someone other than Locker, but I'd still do the trade.

With 1 QB starter you don't need one. Ryan is easily a top 8-10. With Megatron and Fitz you're quiet at WR position and with all bad fits (Blackmon with Gabbert, Floyd with no QB, Hill with Sanchez ect...) I will pass on WR. But your back position is not very good. With Shanahan, you can't trust in Helu, Miami just drafted Miller so Bush is now in a three back situation. Stewart have to share time again with D-Will. So your really need a feature back. Martin is a great option.

That would be a pretty easy yes in my book. Reggie Bush plus the 1.02 is pretty cheap for the 1.01 in my book. You are getting Locker for free to add to an already sweet deal. I am pretty high on Locker and low on Bush, especially after the addition of Miller. I look at it like this:
    1.01>>1.02
      Locker>=Bush
12 team dynasty non-ppr, all TDs worth 6 pts, no deductions for TOs, 25 man roster.
        Start 1QB, 2RB, 2WR, 1TE, 1 flex (WR/RB)
          QBs-Rodgers, Freeman, Locker, Kaepernick, Pryor.
RBs-Forte, Mathews, Beanie, Stewart, Hunter, A.Green, Powell, Saine.
WRs-Fitz, Julio, AJ Green, Crabtree, Meachem, Hankerson, G.Tate.
                TEs-J.Graham, V.Davis, Cameron.
                  K-Metta World Tarsal.
                    D-Texans.
                      2012 picks: 1.09, 3.05, 3.09, 4.09, 5.09.
Expanding rosters to 30 at rookie draft.

well this is an offer I sent the 1.1 owner, so he may reject. I was just seeing if others thought it was a reasonable first pitch so to speak.
