Both are risky, but I would rather gamble on Tua.

Tua by a good amount.

The draft capital and team support is locked in for Tua with Miami trading back in the draft.

Darnold's still questionable.

I hope Darnold does well in Carolina but he still has to much question marks for someone who has been in the league for 3 years where Tua was just a rookie last year and showed good signs even if he did struggle at times which should be expected given he was a rookie but got unfair comparisons due to Burrow and Herbert doing so well. So the answer is easily Tua.

Tua essentially got a 10 game audition coming off of hip surgery, while Darnold has been deemed not worthy of his draft capital by the team that drafted him, I would take Tua easily.
