Short answer: yes, they are, with advantage Gibson due to positional scarcity.

I can see Gibson being a touch more valuable to some being a RB. I prefer Moore.

Would go Gibson because of position and, even though I like Moore, his current situation is just meh.

Yes, I think they are close enough to go with need between the two. I prefer Gibson if it’s for a flex spot.

DJM has has 200 catches and 3150 yards rec in his first 3 years. If he can simply add a few more tds each season he will easily finish top 10-20 in wr's and he just turning 24 yrs old soon. Gibson was basically a offensive weapon in college and moved to rb in Wash. He looked really good in the 2nd half of the year, so can he build off of that? I really like DJM, but with the amount of wr's available I'd lean Gibson here and hope that he can build and become a legit rb1.
