Watson. With shallower starting line-ups, the WR that you'll get at 1.09 is less likely to be a regular in your line-up than in typical leagues with deeper starting requirements.
On the other hand, Watson is your top QB -- and a damn good one!! -- for a decade. You'll spend far less now (1.09) on Watson than you will every couple of years throwing 2nd-round picks at aging veterans who will never produce as much as Watson would anyway.
