This is in a salary cap league where team salary must be under 120m.
Tyreek at $17,740,000 this year makes him semi expendable...

Hard to say without context. How many teams and starting rosters? Scoring format? Are you contending or rebuilding? What's an average WR salary vs an elite WR salary? What's the salary cap hit for first-round rookie picks?

I also would take the picks. The top 5 should almost guarantee two good prospects that will help now and in the future.

I won the league last year but right now I am ~25m over the cap.
My WR if i trade Tyreek is Lockett, Evans, Keenan Allen, Perriman...Which still combines for ~50m

Are you looking to contend in 2020 or retool? I'd cut Allen and Lockett over Hill depending on their salaries if you're going to retool.
