My team is complete trash and I was looking to rebuild over the next 2 years. 4 picks in the 1st round this year and another 4 next year. I'm being offered Adam's for the #3 pick currently. Do I accept it or wait for more value closer to the draft?

I think Davante Adams is worth substantially more than the 1.03, you can always take him and try and flip him for a young player plus some draft equity. Like AJ Brown, or DJ Moore or DK plus. Someone who has flashed and is young, plus a bit more.
EDIT, just saw standard. So non PPR? That makes the RB's worth substantially more.

Adams > 1.03
If 1.03 turned into Adams it would be a home run. Even in a rebuild I'd take Adams for that pick and either build around him or flip him for Younger players and/or Picks.
