Kittle by a lot.... Samuel isn't nearly a significant enough piece to bridge the gap.

I get that Waller was just extended, but still Kittle is the safer option.

I like Waller, but I'd need someone much better than Samuel to close the gap.

I'd be looking at a mid first or somebody like Chark/McLaurin as the WR piece.
