I would gamble on Penny making a jump and adding a 1st. Fournette's injury history worries me from a value standpoint over the next few years.

Fournette if you're willing to sweat his injury risk. He's already performed a full year as an RB1. If he stays on track, keeps the starting gig his upside is pretty golden.
Penny still is trying to establish himself behind CC, who already has.
Then again, if you're gaga for 2020 1sts, that should weigh heavily.
