Depends on the state of a team for me. I think Howard has immediate point value on a contending roster and would be a great injury/bye week fill in. I would want Freeman in a rebuild however.

Freeman. He's going to get way more opportunity than Howard. With how little eagles spent on Howard, he is an easy cut if they draft a rb

You can make a case that Freeman is the more valuable dynasty asset of the two. But Philly won’t be cutting Howard. He’s the only back there that’s shown he can handle a large workload and the fact that he’s still on his rookie contract makes him more than affordable in 2019.

Give me Freeman, whether in a rebuild or a contending team.

His value is way more insulated.
TEAM A - 12 teams (19 R/U, 18 Champ, 17 R/U)
BREES, Tua, Jimmy G
COOK/JACOBS/BELL, Dobbins, Swift, Gurley, Dillon, D Washington, Gio, Gallman
NUK/HILL/EVANS/GOLLADAY/K ALLEN, Jeudy, Hilton, Ruggs, Edelman, Wims
KITTLE, Waller, Gesicki, Akins
-
Not listing my IDP, but they matter as much as offense in this league. The Bosa Bros, D-Buck, and Cam Jordan are my main studs.
///
///
TEAM B - 32 teams, double copy - TEs get slight bump in scoring
DARNOLD, Herbert, J Love, Cam, Brissett, Tyrod
SAQUON/MIXON/CHUBB, Gordon, D Freeman, Gallman, L Miller
NUK/EVANS/OBJ/K ALLEN/THIELEN, Lamb, Landry, J Reed
KITTLE/ENGRAM, Ian Thomas, Akins, D Walker
-
Danielle Hunter, Aaron Donald, and Chris Jones are the cornerstones of my IDP squad. LBs and DBs are rag tag for now.

J. Howard all day. Freeman is JAG and Linsey ownes that backfield in Denver. Howard May have limited receiving skills but can catch swing routes and screen passes. Yes he has trouble running routes and freeing himself from LBs in coverage but dam that man can run the rock. Also a stud in GL situations. My only worry is where he’ll be year after next and thereafter as this is the last year if his rookie contract.
Team 1
0.5 PPR league 12 team- 30 man roster (QB, RB, RB, WR, WR, Flex, TE)
QB: Mahomes, Carr, Jones
RB: Chubb, Bell, Penny, Gore, Clement, Choen
WR: Hopkins, Cooper, Sutton, Corey Davis, AJ Brown, Dem Thomas, K Johnson , Coutee

Team 2

RB: Guice, Jacobs, Sanders
WR: DJ Moore, C. Ridley, K. Kirk, C. Sutton, M. Brown, AJ Brown, Cobb, Reynolds, CPat, Conley, Gaberial, Higgins
TE: Goedert, Gesicki,

Team 3
1pt PPR /12 Team / 24 man roster
1QB, 2-3RB, 3-4WR 1-2TE
QB: Mahomes, Goff
RB: CMac, Chubb, Sanders, Harris, Hill, Hyde
WR: AJG, Cooper, Shepard, Coutee, Gorden, Ross
TE: Ertz, Graham

Team 4
1pt PPR /14 Team / 24 man roster
1QB, 2-3RB, 3-4WR 1-2TE
QB: Mariota, Falco
RB: Henry, Galmon, Perine
WR: Hopkins, Juju, Kupp, Harry, Sutton, Cobb
TE: NJoku, Vanette

This couldnt be more wrong. Of course Freeman looked like a JAG. They ran a man blocking scheme which benefited Lindsay and hurt Freeman, who is a zone runner. The new coaching staff employs a zone blocking scheme which suits Freeman. Freeman and Lindsay will likely split touches. Both have a role on the offense.
