Guys on the cusp of moving up tiers in 2019?

Who are some guys that you see being valued in a certain tier (I.e. RB2/WR2) who you see moving up into the next tier of players at their position (RB2 —> RB1 or WR3 —> WR2, etc.) in 2019. Some guys off the top of my head are listed below:

1. Derrius Guice: should break into RB2 tier with RB1 upside
2. Golladay: Has held his own as number one receiver in 2018 despite no support around him. I wouldn’t be surprised to see him emerge into a WR1 in 2019.
3. Penny: Should at least be an RB2 next year I’d imagine given the draft capital spent on him.
4. Amari: already has emerged the second half of this season but I see him finishing as a WR1 next year.
5. Mayfield: should be firmly entrenched as a QB1 in 2019.
6. Christian Kirk/D.J. Moore/Pettis/Ridley: I think WR2 value is feasible for these guys.
7. Godwin - Potential full season as a WR2 if Desean leaves.
8. Dalvin Cook: should have a full season as a stud RB1.
9. Allen Robinson: can see him becoming a WR2 in year 2 under Nagy/Trubisky
10. Kalen Balage - wayyy too early to tell but potential RB2 value next year if he keeps the lead role.
11. Derrick Henry - Potential RB1 workhorse after back to back studly performances.
12. Corey Davis - Potential WR1, although his chances are better at being a WR2 in 2019.
13. Mike Williams - Potential WR2
14. Hunter Henry - Potential Elite TE1
15. Courtland Sutton - Not impressed so far but I don’t think WR2 value in 2019 is out of the question.

What does everything else think? And who am I missing here?

OJ Howard - love his size for red zone targets
Golladay - is Marvin Jones still their guy?
Darnold - sorry, JETS homer but Bell should free him up and keep DF guessing
Mack - 4 games with 100+ should increase
Tyrell Williams opposite AB
Moncrief in Pitt opposite JuJu
