Are either Parris Campbell or Rashaad Penny likely to be inactive for the entire year?
Or in other words, who do you think I will be able to keep in my IR slots for the remainder of the season and not have to clear bench space?

Both Parris and Penny are possible returns this year, so there’s no guarantee you’ll be able to keep them stashed on IR.
A couple other IR stashes are Tarik Cohen and OJ Howard.

To the OP's question, I think you're more likely to be able to keep Campbell in your IR slot than Penny. Seattle is banged-up at RB, and they will activate Penny when he's able to go. Last I'd read, he's not ready yet, but is supposedly "getting close". Of course, sometimes coaches are overly optimistic.
Most of what I've seen on Campbell indicates he's likely to need longer to rehab, and probably won't come off IR for 2020. Too bad too, since I was hoping to see what he could do.

FYI: Was just reading over at ESPN that if Penny doesn't return to practice this week (Week 11) he'll end up being ineligible to return this season and you can safely stash him on IR. That wasn't the plan, but here we are on Wednesday and as far as I can tell, Penny still isn't practicing. Not looking promising after all...
