The man is dead weight to rosters for the next year whilst he rehabs, and will probably come back in an initially-diminished state. Even then, he'll still be on the Browns. By the time he's truly himself physically again, he will be 30 - and that is, realistically, a year and a half away from now.
You have then been holding a WR for a year-and-change with no output, who hasn't produced since 2016, who is in his age 30 campaign, and whose name far outweighs his real-life value. Call him a hold if you want, but he's the deadest of dead weights to a roster at this point.
