2nd tier WR free agents are going to hop on a good offer since they probably won’t get something similar. The top tier guys are seeing what some of these other guys are getting and expecting much more. Will Fuller for example was going to be traded to GB in season but they’d have to extend him and he wanted 20/yr.

they're all trying to wait each other out. Someones gotta be the one to set the market. With this many good WR's available, teams are gonna be less likely to drop a bag when they know they have other options. As soon as one big WR gets signed the rest will follow shortly. Teams don't want to overpay, and the players don't want to take a lesser deal than they could have gotten.
Not to mention the strength of this rookie class at the position will definitely have an effect
