Sequence of the events make this BAD trade offers.
I was offered:

Kenyan Drake
for my
K. Hunt

This was offered to me starting on 10/20 and I declined with comment- "I prefer Hunt to Drake by a decent margin."
He offered same trade again on 10/21 and I declined with comment- "No interest in Drake."
He offered same trade again on 10/23 and I declined with comment- "No interest in Drake."

This guy then offers me on 10/23
Watson and Drake
for
Gaskin, M. Brown, and a 2021 1st top 6 lottery pick
I decline with comment- "No interest in Drake."

He replies "well make an offer I have interest in either 2021 1st."
I told him "those picks would be too expensive for him because they are litter picks"

He offers me on 10/23
D. Watson
for Gaskin and 2021 1st

I decline with comment "I am not going to give up a lottery pick for Watson."

On 10/27 he offers me
Watson and Drake
for
Gaskin, Bullock, 2021 1st (top 6 lottery pick)

Unfortunately, we can't trade WW money in this league. Just players and picks. I want to have fun with him, but sometimes I make offers and he ridicules my trade and tells me he doesn't know what I was thinking (recently). I go into a state of shock when I think about how he has offered me Drake 5 times after I told him no interest, but yet my thinking is called into question.

I almost never feel the need to bring trades or trade offers to the league chat, but this series would lead to a league wide response from me, especially if he is calling you out. That is just ludicrous. Funny for a while, sure, but after about offer #5 it degrades in to annoyance pretty quickly.

Have you considered that he doesn’t have email notifications on and isn’t seeing your comments? If so, and he isn’t taking the next step to see the comment directly in Transactions, then the only method is to send a comment in your offer or via DM. The offer frequency for sure would be annoying, but something to consider.

The comment I submit is directly with the rejection of the trade. He certainly could not have email notifications, but uses the comment section frequently to call my thinking into question as well as try to talk me into doing a trade.
You could be right that he never looked at the comment, but that would just be laziness if he offered same trade 3x in a row without going through to see if I had said a reason.
I wasn’t upset with him until he went full salesman mode to call my thinking into question and then try to convince me why I should make trade. I was giving him benefit of the doubt and thinking he must be in multiple leagues and must not know he has sent me same offer over and over. I was also thinking the rest of the league must be getting a lot of drake offers as well.

Okay, yeah, the ‘blame’ can still be put on him...but putting blame on a guy who doesn’t care or doesn’t even know doesn’t mean much. Not sure ‘blame’ really matters. I tossed out a potential cause and resolution. Maybe he does see the comments on a Reject. I don’t know, nor really care. It was just a thought to address your ‘issue’.
