Yes QB positions yearly can vary greatly depending on the scoring format - which has a wider variation (imo) than most other positions.

Nor do I have any issue with anyone thinking he is a QB2, because in their scoring format he could very well be one. So whether you see him as a high QB2 instead of a low QB1 its all fine by me.

I've seen

TD/INT
4/-1
4/-2
5/-1
5/-2
5/-3
6/-1
6/-2
6/-3
6/-4

And that doesnt go into whether its 20 yards per point, 25 yards per point, if completions are rewarded, if there are long pass bonuses, 300+ yard game bonuses, etc. Which is why I usually try to qualify any time I list QBs statistically.

In my leagues I've seen him listed as low as 15 and as high as 10 based on production so far. The majority of my leagues seem to have him 11 or 12. But obviously a 10 team league that would make him a QB2 whereas a 16 team league he'd still be QB1 ranked 15th.

I haven't seen a format that resulted in Stafford having not been a consistent QB1 in prior seasons. It's not like he was some borderline QB1 most of those seasons.
