2019 RB's vs 2018 RB's

I have what is probably the 1.1 next year, along with a mid and high pick. I haven't been able to watch a lot of college this year, but was wondering if anyone knows how the top RB's potentially stack up to the 2018 class.
Below are some names I've heard for 2019 RB's
Darrell Henderson
Davis Montgomery
Damien Harris
Bryce Love
others...?
2018 RB's (minus Barkley)
Guice
Penny
Michel
Chubb
Freeman

Coming out, Guice, Michel, and KJ were better than all of the guys coming in this year.
Probably would have Harris and Montgomery after those three with Penny and Chubb (his receiving ineptness scares me) behind.

1.01 this year is almost certainly a WR. Davud Montgomery Iowa State is currently my top RB and probably will be a top 5 pick due to position value.

Montgomery can ball, make no mistake about it. If he tests well, I see no reason he can't be in the conversation for 1.01. by years end.

Before they announced they were staying in school last year most had Harris and Love in the same tier as Chubb, Sony, Penny, if not at the top of that tier in the case of Love. However, both have underperformed this year in school so their stock has likely fallen somewhat.
Montgomery and Miles Sanders will probably end up in a similar tier as Chubb/Sony/Penny tier last year but they will do it as the top RB rather than the 3rd-5th best.

The best RB in the 2019 draft is likely in the same tier with guys like Penny. But, when I thought both Love and Harris were coming out this year I still had them behind Chubb and Michel.
With that said, the RB’s in 2019 will be similar in ability to what we saw in RB classes before we were gifted a couple of back to back uber deep classes the last two years. And, I don’t see an elite guy at the top like we’ve had for a few years now either.

Why are people so sure this "ineptness" exists?
He was catching plenty of passes as a freshman. He split time with Michel. I'd much rather he had Gurley type receptions in college, but alas the receptions went to Michel. I can't find anything on college targets, so I don't know if he had a bad reception percentage, lots of drops, etc.
Now he has Duke, one of the better pass catching RBs in the game, to pick up those duties. I don't expect Chubb to get a lot of targets.
But...if Duke goes down...is there much evidence out there that Chubb CAN'T catch well? Or is it just speculation that he can't because he hasn't been asked to?

I have nothing to contribute to the conversation. But hearing that the 19 class is not elite for RBs, I traded my 19 1st for Guice at the beginning of the year when my pick looked to be early. For me it was like trading a questionable pick for the 1.01.

Many people believe that fewer targets must mean a player isn't very good in the receiving game. It's typical of box-score analysts.

Maybe should have said lack of receiving production/opportunity. Regardless, both programs have deferred the receiving duties to different backs. Not necessarily a look I like or desire. Not saying at all that he is a bad back or lacks potential. I just think the potential is capped.
That being said, RB's can increase their receiving chops i.e Melvin Gordon.

If you look at UGA's usage of their backs, it stays relatively the same over years. It has nothing to do with the player's ability to be involved in the receiving game.

Sure, but unless I'm missing someone, I believe that every RB that had 60+ receptions in a season in the NFL the last few years had a season in college with at least 30+ receptions (which is a decent cutoff for a good receiving back in college).
That's not to say he can't be a solid receiving back with 35-45 reception seasons, but getting the kind of usage that has made for truly elite fantasy backs seems unlikely if we follow the trends.

The top RBs of this class comp well to the typical tier two backs, that's the issue with this class(at least at the top of it) is that no one really screams as a must draft

Obviously things could change based on where they are drafted, but this draft really isn't close in terms of RB to last year (or 2017). You could easily make the argument the top 4 are all WRs, and depending on where he gets drafted, I wouldn't be mad if you had Fant (TE) in your top 5.
If you project out to 2020, the 2019 draft looks like the weakest at RB in the 4 year span of 2017-2020.

Just to tack on here - as a Chubb believer, I've been watching closely for any sign that they might use him this way, and that he might show off some level of receiving skill (as per his junior year).
There was nothing much in the first game with him as a starter - but only to say, he's out there running checkdown flats on passing plays. Saw that at least a handful of times. Baker hasn't looked his way to check-down yet (gunners gonna gun) - but at the least if he's out there running the route - then that bodes well as to what the Browns think of him handling such a task.
I remain optimistic!
