It is very likely that Miami takes Tua in the draft... so that likely means Parker spends the first half of next year (or most of next year) with Fitz and then long-term with Tua.
There's no guarantee of this happening. MIA could go another direction with the fifth pick depending on their evaluation of Tua's health or trade down for additional picks. Parker definitely improved / broke out in 2019, but a lot of his production was also due to Fitzpatrick's tendency to force throws and feed his top target.

I'd expect a minor regression in target volume for Parker, and I'd value him around an early 2nd with the expectation of a WR2 finish in 2020.

Parker was doing OK, but his uptick sort of coincided with Preston Williams injury.

Miami's offense reminded me of Jacksonville in 2015. The perfect storm for passing production.

Parker LIT UP Stephen Gilmore in a game New England needed to win for a 1st rd bye. That's something almost NO ONE did this year. That's what a Number 1 WR does. Preston Williams may take some targets away but will also take away some coverages so I view it as a wash. As long as he can get 8-10 targets a game he can come close to duplicating this season's production.Top 24 with upside for wr1 status if healthy (which has been a question)
