I honestly think he would be a top 10 back if he was playing at a D1 school. Also led the state of california in rushing his senior year in h.s.

I am an advocate of Jeff Jones from Minnesota. He is not the fastest backs with a 4.6 40 in High School but was the 12th ranked RB coming out of HS and is playing for a very RB friendly program where he will learn the game, ie. David Cobb of this year.
Jones is certainly not worth a flier in the first two rounds of a Devy, but since he actually hasnt played a down yet, I would say keep an eye out next season and grab him in a later round. Or if your team keeps a large Devy list, ie. 5 per team, then I would grab him now and roll with it.
