Let's expand the DS, or even call it something else even under different rules. I want more deep roster stashes. Real long shots. Maybe the rule would be they're only eligible if no one else bids. No draft picks. And they have to stay on this extra DS for min 1 year, no promoting.

Or we could add a rule which allows owners a handful of waiver claims per year, and they are kept separate to the existing roster limit. Would still have to bid with your available cap space.
Goal: allows us to roster a few guys with long-term potential and not have to consider cutting them during the year for waiver guys.
