First IDP (only) Plunge - Startup Draft Help?

I decided to take the plunge and join my first IDP league and I'm looking for any and all advice on how to approach the startup draft in July. Note: It is IDP only. League Details:
i) 32 teams (2 conferences; each player can be on 1 team per conference)
ii) 30 roster spots + 5 IR + 5 Taxi Squad
iii) 11 Total Weekly Starters including: LB (2-4), DE (2-3), CB (2-3), Ss (2-3), DT (1-2)
iv) Eclectic scoring rules including KR/PR, Tackle Points, Big Plays, Various Bonuses... link to scoring breakdown http://football16.myfantasyleague.com/2 ... 53153&O=09.

Questions:
1) How should I approach the draft (snake; wish it were auction) in July? Don't know draft position yet. Should I separate positions into tiers and target more of one than another? Or just go straight-up value-based draft? Or best player available?
2) Given the scoring system and the varying distribution of value among the positions, which positions are most important to build a competitive team around?
3) Would it be wise to load up early on LB talent moreso than other positions?
3.5) Which positions seem to be the best value in IDP when considering factors such as: longevity, consistency, high floor etc.?
4) Given the weekly lineup above, which positions should I target starting the max for (e.g., start 4 LBs) versus starting the min for (e.g., start 2 Ss)? I realize this may depend on the distribution of talent on a roster... but in a vacuum what would be best?
5) Any other advice?

IMHO there are way too many offensive/special teams points allocated in an IDP only league. Obviously this makes JJ Watt a bigger stud, it also gives value to punt/kick returners.

Your LB's will be your bread and butter, load up on them early, grab a stud DE early if you can, I might also reach for a stud DT (having 2 good DT's in a league like this can actually cover a couple of other holes). Safeties and CB's (i'd be looking for the return potential) I'd be waiting on and would play the least of (unless I happened to hit a stud in the draft or free agency)

Thanks for the advice! At what point might you consider drafting the rookies?
