USFL themed league in which the 16 teams are franchises from the United States Football League that played during the 1980's.

Highlights:

Below are the Rules, Scoring, and Open Team Roster

Rules:

I. Set-Up/Theme

League will consist of 16 teams and 4 divisions with each team name being a franchise from the United States Football League (USFL).

II. STANDINGS

Standings will be based on the Head-to Head Victory Point system. For each Head-to-Head win, you receive 2 points, ties you receive 1 point, and Losses you receive 0 points. In addition, the five highest scoring teams each week will receive 2 points, the sixth thru eleventh highest scoring teams will receive 1 point, while the bottom five scoring teams will receive 0 points.

III. SCHEDULE

i. The regular season will take place over the first 14 weeks of the NFL regular season, with playoffs and consolation rounds during NFL Weeks 15 to 17, with no games during NFL Week 18.

ii. Each team will play 15 games over the 14 week regular season, with one Double Header matchup during Week 3 of the NFL regular season (no NFL teams on BYE weeks) in order to play every team in the league once.


III. ROSTER REQUIREMENTS

i. Rosters are capped at 35 players or total salary of $125M.

ii. Starting lineups will consist of 18 players:

1 QB
2 RB, RB
2 WR, WR
1 TE
1 FLEX: QB/RB/WR/TE
1 FLEX: RB/WR/TE
1 PK


3 DL (at least one DT)
3 LB
3 DB (at least one CB and one S)


iii. Each team will have 17 Reserve spots.

iv. Each team will be given 10 IR spots. To be placed on the IR, a player must be categorized as (I) Injured Reserve or (O) Out on MFL. Players salaries will only count as 50% while on the IR. Remember once a player comes off the IR, you will need his full cap space, so don't overspend the 50% relief if you anticipate the player being activated during the season.

v. Each team will have 4 TAXI Squad spots that WILL NOT count against the salary cap for players selected in the College Draft. TAXI squad players can be freely moved to a team's STARTING or RESERVE roster throughout their rookie season, however, those players salaries WILL COUNT when on the STARTING or RESERVE rosters.

vi. Teams must have a minimum of 30 total players on their roster (which includes Active, Reserve, TAXI, and IR spots)


IV. SCORING

See scoring rules can be found in the MFL settings or click on Scoring Rules

V. POST SEASON
i. The Playoffs and Consolation Tournament will take place during NFL Regular Season Weeks 15 to 17.
ii. The top 8 teams in Victory Points will make the playoffs regardless of Conference or Division and will be seeded #1 thru #8 based on Victory Points.
iii. The playoffs will last three rounds and will be traditional Head-to Head matchups.
iv. The four teams eliminated in the first round will continue playing Weeks 16 and 17 to determine the 9th thru 12th picks in the next year's College Draft, however those slots will be determined by their cumulative scores from Weeks 15 to 17 even though they will be placed in matchups for Weeks 16 and 17.
v. The bottom 8 teams in Victory Points will play in the Consolation Tournament to determine the 1st thru 8th picks in the next season's College Draft, however those slots will be determined by their cumulative scores from Week 15 to 17 even though they will be placed in matchups.


VI. INITIAL AUCTION

i. Teams will have a $125M hard salary cap to fill their 35 man roster.

ii. Teams will nominate 2 players at a time, so there are always 32 players up for auction. Once a player you nominated has been won, please nominate another in his place.

iii. Auctions will be conducted via proxy bidding (e-Bay style), so you place the top amount you are willing to pay for a player when bidding. The system will display the current highest bid and will top the next highest bid by .1M, not the highest amount you are willing to pay.

iv. In proxy bidding, the current highest displayed bid may not necessarily be the highest that team is willing to pay, so the system will increase that team's bid until it reaches their highest bid.

ii. Minimum bid on a player is $ 0.5M. All bids are to be in $ .1M (all bids to the tenth) increments.

iii. Contracts can be for 1-4 years. There is no limit to the number of contractual years you can have on a roster, however, carefully read the section on CUTTING PLAYERS before assigning contracts.

iv. Highest standing bid after 12 hours wins the player.

v. A placed bid cannot be withdrawn.

vi. At no time can you have more bids on the board than remaining salary cap.


VII. IN-SEASON FREE AGENCY

i. Each week teams can place bids on free agents between Tuesday at 12:01 am until Wednesday at 7pm, using their remaining salary cap space to bid, with a minimum salary of $500K in a blind bidding format.

ii. After the Blind Bidding period takes place, free agent acquisitions will be on a first come, first served basis (FCFS).

iii. All players acquired as IN-SEASON free agents (after the Initial Auction or Off-Season Free Agent Auction in subsequent years) will be assigned a one-year contract for that season.


VIII. TRADING PLAYERS

i. Teams are allowed to trade players for players, players for cap space, or a combination of players and cap space.

ii. All trades to be reviewed by Commissioner.

iii. Trades involving Commissioner to be approved by remaining members;

iv. 99% of trades will be allowed. Reviews conducted to prevent bogus, one-sided trades;

v. Trades cannot put you over your salary cap;

vi. You cannot have "players to be named" in trades;

vii. Money can be sent in a trade to balance out the deal;

viii. Trading deadline is Week 8;

ix. Those involved in trade are not allowed to vote;


IX. CUTTING PLAYERS

i. 50% cap hit for cutting players, so take this into account when assigning contracts.

ii. Rookie acquired in the Rookie Draft can be cut without penalty during their first season up until the Rookie Draft of the following season.

iii. NFL players who retire will be removed from your roster with no penalty (this will no longer be on effect after the 2017 season)
Absent a formal retirement announcement, for the 2017 season a retired player will be an unsigned free agent at the beginning of training camp

iv. If a player is cut from an NFL team, you are still responsible for his contract

v. If a player is suspended, you are still responsible for his contract


X. OFF-SEASON FREE AGENCY

i. All players with expiring contracts, players not under contract, or any undrafted rookies will be placed in a free agent auction that will be conducted under the procedures used during the initial auction. Each team will have their remaining salary cap to bid on free agents. Total salary cap will remain $125M each season.

ii. Minimum bid on a player is $ 0.5M. All bids are to be in $ .1M (all bids to the tenth) increments.

iii. All contracts can bid for 1-4 years. There is no limit to the number of contractual years you can have on a roster.

iv. Highest standing bid after 24 hours wins the player.

v. A placed bid cannot be withdrawn.

vi. At no time can you have more bids on the board than remaining salary cap.


XI. FRANCHISE TAG

Prior to the start of each season, teams will have the ability to assign a Franchise Tag for (1) Offensive Player and (1) Defensive Player whose contract expired at the end of the previous season that was originally acquired in off-season free agency..

i. Assignment of the Franchise Tag will keep that player on his previous team at a new salary that is the average USFL salary of the Top 5 players at his position at the previous season's end in the USFL Fantasy Football League.

ii. Teams can give a player assigned to a Franchise Tag a contract length from 1-3 years.

iii. A player's position and salary for Franchise Tag assignment will be based on MFL designation at the time of the tag assignment and while MFL may change that positional assignment later, the salary will remain the same during the duration of the Franchise contract which will be designated with an ending year and an (F).

iv. Teams will be permitted to only have (1) Offensive Player and (1) Defensive Player on a Franchise Tag contract on their roster at any time.

v. Assignment of a Franchise Tag will be due at on July 15th, the day that payments for the upcoming year are due.



XII. ROOKIE DRAFT

i. The draft will be NFL style (1.01, 2.01, 3.01, 4.01) and will occur each season sometime in July after all teams have paid for the upcoming season. For the first year it will occur after the Auction is complete and the order will be randomized.

ii. There is a 24 hour timer on each pick.

iii. You will have that player for 4 years (1st Rd. selections will have a $2M salary, 2nd Rd. selections will have a $1M salary, 3rd Round selections will have a salary of .5M, and 4th Round selections will have a salary of $.25M.

iv. Rookies acquired via the Rookie Draft can be cut without penalty during their first season until the day before the Rookie Draft the following season.

v. You can place draft picks on your Taxi Squad roster during the rookie season only and freely move them between your TAXI Squad and the ACTIVE or RESERVE roster. Please note that while on the TAXI Squad their salaries will not count against your cap, but when they are placed on either the ACTIVE or RESERVE roster their salaries will count.



XIII. REMOVAL OF MANAGER

i. Conduct
I expect managers to be respectful of one another and uphold a level of courtesy when posting on the boards. Name calling and instigating will not be tolerated.

ii. Collusion
If two or more managers intend to deceive or otherwise defraud the league through unethical methods, both managers will be removed.



XIV. PAYOUTS

Seasonal Buy-In = $75 x 16 teams = $1200 - $70 MFL fees = $1130 for distribution.
