Constitution

Dynasty Fantasy Football Constitution

I. Governing Body

A. At the beginning of each season, the random drawing for four DYNASTY FOOTBALL council members (DFCM) will be held with at least two current members present.

B. During the season, the commissioner will be responsible to efficiently run the day-to-day operations of the DYNASTY FOOTBALL LEAGUE and will be required to interpret the appropriate course of action based on the terms outlined in the DYNASTY FOOTBALL LEAGUE Constitution and by ESPN Fantasy Football.

C. The commissioner does not have autonomous rule over the league and may be removed from office through a unanimous vote by the DFCM.

D. The DFCM will be comprised of the league members.

E. The DFCM must include 5 members, one being the commissioner.

II. League Members
A. There will be 12 league members for each season, no more, no less.

B. All interested members from the previous season have the right to retain their franchise as long as they have not been banned by the DYNASTY FOOTBALL council members (DFCM).

C. Bannings will be instituted by the DFCM based on a majority vote and must be upheld for a minimum of 2 seasons.

D. Bannings will be issued as a result of franchise negligence, failure to pay league fees in a timely manner and/or for reasons currently beyond comprehension but for which, at said time, the DFCM deems banning appropriate through majority vote.

III. League Setup

A. League Fees

1. $250 will equal the decided upon entry fee for the league

2. Must pay before the first game

B. Rosters

1. Each team will have 16 rosters spots (example: 1QB, 2RB, 2WR, 1FLEX, 1TE, 1K, 1DEF, 7 Bench Spots)

C. Scoring – will be decided by the DFCM prior to draft day and will be posted on the League Settings page.

D. Divisions – At this point, there will be no divisions. If the DFCM determines divisions are necessary, they may be implemented at a later date.

IV. Draft

A. Draft Process

1. The draft order will be determined by the final standings of the previous season. The 1st place team of the previous season will have the first pick to chose their draft position, the 2nd place team will have the next choice of draft position, the 3rd place team will have the third choice of draft position, and the 4th place team will have the 4th choice of draft position, etc… (I.E. If the winner from the previous year would like to draft fourth they may choose that spot, then the second place member would get to pick their next spot and so on)

2. The inaugural draft order will be chosen at random and the drawing must be performed in the presence of at least 2 league members, and video recorded.

3. Any league member not present at the inaugural draft order selection can request and will be granted live phone time during the selection process.

4. The actual drawing cannot be performed by a league member.

5. Once draft order is determined, the draft order will be in “snake” format (1st pick in round 1, has last pick in round 2, and so forth).

6. The draft date will be determined by the DFCM and must take place prior to the opening game.

7. The draft will be performed in person, however league members who are unavailable to attend may use telephone, text message, video conferencing, or an auto pick ranking system to complete their picks.

8. The draft will be 16 rounds.

9. During the draft, all members are required to dress business casual (tee-shirts are not acceptable, shirt must be collared and pants must be neatly pressed), including members not physically present at the live draft. Any type of football shirt may be substituted if the league member desires (examples of appropriate football shirts include but are not limited to: jerseys, football league champion shirts, fantasy football shirts, etc…). If a member does not fulfill the dress code requirements, they will forfeit their 7th round pick. If a member is out of town or unable to attend the draft, photographic evidence must be provided of dress code compliance. If extenuating circumstances exist, the commissioner must be made aware prior to the draft and the DFCM will vote accordingly.

V. Keepers

1. All players are eligible keepers and must have been on the retaining team’s roster at the conclusion of the season. Traded players that were originally drafted by one team, may be kept by the acquiring team for up to three years. If the trade is completed week 6 or earlier, the season that the trade goes through will count toward the three years of keeper eligibility. If the trade is completed after week 6, the current season will not count towards the three years of keeper eligibility. Amendment to Section V Article 1: In order to clarify language in original constitution, if a trade is completed on or before week 6 it will count as a year of keeper status for the new owner. If the trade is completed after week 6, the year of the trade will not count as a year of keeper status for the new owner. The same rules will apply for players added from the waiver wire.

2. Each franchise can keep a maximum of three players from the previous year’s roster, but is not required to keep any players.

3. Each owner will forfeit whatever round a keeper was originally drafted in. For instance, if a keeper was originally selected in the first round, the owner of that player will forfeit their first round selection.

4. If an owner keeps two players drafted in the same round, that owner will forfeit the round and the round after. For instance, if an owner keeps two players originally drafted in the second round that owner will forfeit the 2nd and 3rd rounds in the upcoming draft.

5. A player can be kept for a maximum of 3 seasons, including the season in which the player was drafted.

6. Any new franchise has the option to “adopt” an existing and unclaimed franchise’s roster and retain eligible keepers for the new season.

7. Keepers must be officially announced on August 1st of the season. Amendment: Between the keeper deadline and the draft, if a player that has been kept suffers a serious injury and there is an official report on ESPN, Rotoworld.com, or the specific team's website that the player will miss 2 games or more in the REGULAR season, the player may be swapped out for a different keeper. In the same vein, if there is a demotion of that player on the teams official website, that player may be swapped out for a different keeper.

8. Any revisions to the keeper rule will not apply retroactively to players currently in “keeper” status.

9. Players may only be out of the “draft pool” for a maximum of 6 years, regardless of current ownership and trades.

10. Amendment to Section V, adding Article 10: Any undrafted player added from the waiver wire may be kept for a 16th rd pick. Any player who was drafted and released, then picked up off the waiver wire, may be kept for the round he was drafted in that year.



VI. Post Draft Period (Before First Game)

Free Agent pickups, trades and other roster transactions will be allowed following the draft, however acquisition fees will apply just as the regular season.

VII. Waivers

Waivers and free agency will be used, as per standard ESPN waiver rules.

VIII. Trades

A. Trades will be allowed from the end of the draft until the trading deadline as outlined on the ESPN Fantasy Football League Settings.

B. Each franchise owner has the right to vote against any trade if they believe it to be unfair.

C. If a trade is overturned (two or more dissenting votes), the franchises involved in the trade have the right to request a roll call of who voted against the trade. Those franchises that voted against the trade will then be required to state the reasoning behind their vote within two days. At this point, a discussion period of up to one week is to take place during which the validity of the trade will be reviewed. At the conclusion of the review period or when both sides feel they have stated their case, a second vote will take place. Each franchise owner (except for those involved in the trade) will be required to vote again. Votes not submitted within two days or votes from vetoing members who failed to supply an explanation of their veto in the time required will be assumed as votes “for” the trade. A majority decision is necessary to win the vote. In the event of a tie, the league commissioner will actively seek out a “fantasy expert” on a major sports website and submit the specifics of the trade in question. This “expert” will be the tiebreaker. In the event, that an expert’s opinion cannot be acquired within one week of the tallying of the second vote, the commissioner will decide the fate of the trade. If allowed, said trade will then be “pushed through” by the commissioner so that the trade will be reflected in their next day’s roster. Pushed through trades will not be retroactive to previous games.

D. Offseason trades involving draft picks and keepers are allowed as long as they do not receive majority objection from the current league members at that time of the trade.

IX. Regular Season

A. The season schedule will be generated automatically by ESPN Fantasy Football.

B. All franchises are responsible to make sure their lineups are updated before kickoff of the first game of the week. No exceptions will be made. If an owner repeatedly fails to play an updated line-up they may be banned per a DFCM decision.

C. In the event of a computer failure prior to the start of a given week’s games, a franchise owner must contact the commissioner prior to kickoff of the first game and inform of him of the situation and the subsequent lineup change(s). If the commissioner receives the lineup change(s) in a timely manner, the change(s) will be made. The commissioner must then post notification of the manual lineup change(s) on the message board and/or contact the opposing franchise owner via phone/email within one hour of the start of the first game of said week.

D. The regular season will end after each team has played all league members once. This decision may be altered based on the number of teams in the league, or other deciding factors.

X. Playoffs

A. The three-round playoffs will take place during weeks 12 through 17 (unless otherwise altered based on size of the league).

B. The bracket for the playoffs will follow a typical eight team, single elimination bracket. 1 vs. 8, 2 vs. 7, etc…

C. Seeding is based on regular season records and the subsequent tiebreakers outlined by ESPN Fantasy Football. Playoff seedings are not debatable.

XI. Payouts

Payouts from the league fees pot will be made as follows:

1st Place – 60%

2nd Place – 20%

3rd Place – 10%

Total Points (Regular Season Only) – 10%

In addition to payout, the league champ will receive the Dynasty Trophy to be used in an appropriate manner until the conclusion of the following season. The winner is encouraged to have the trophy on prominent display until the conclusion of the following season and photographic evidence may be posted on the Dynasty Football League Home Page.

Payouts from the waiver wire/acquisition fees pot will be made as follows (all categories are individual players only and stats are counted through week 17, unless otherwise stated). WWAFP will be divided equally among the following categories:

Leading Passer (yards)

Leading Receiver (yards)

Leading Rusher (yards)

Leading Passer (TD’s)

Leading Receiver (TD’s)

Leading Rusher (TD’s)

Amendment to Section X: Payouts will be made to the following categories:

1. Quarterback with most total yards

2. Quarterback with most total touchdowns

3. Running back with most total yards

4. Running back with most total touchdowns

5. Receiver with most total yards

6. Receiver with most total touchdowns

XII. Amendments

A. All amendments proposed by league members must receive majority approval from the DFCM prior to the start of the season.

B. All amendments proposed during the season will be reviewed at the end of the current season and not be made applicable to the current season.

C. All amendments to the Dynasty constitution will be named according to the league member who caused or identified the problem.

D. Amendment to Section X (Matt Dayton): Payouts will be made to the following categories:

1. Quarterback with most total yards

2. Quarterback with most total touchdowns

3. Running back with most total yards

4. Running back with most total touchdowns

5. Receiver with most total yards

6. Receiver with most total touchdowns

E. Amendment to Section V Article 1 (Tyler McCarty): In order to clarify language in original constitution, if a trade is completed on or before week 6 it will count as a year of keeper status for the new owner. If the trade is completed after week 6, the year of the trade will not count as a year of keeper status for the new owner. The same rules will apply for players added from the waiver wire.

F. Amendment to Section V, adding Article 10 (Tyler McCarty): Any undrafted player added from the waiver wire may be kept for a 16th rd pick. Any player, who was drafted and released, then picked up off the waiver wire, may be kept for the round he was drafted in that year.

G. Amendment to Section V, Article 7 (Tyler McCarty): The draft may performed online through an alternate website, determined by the Commissioner. If the website costs additional money, the league fee will be increased for all players to assist with the cost. If a free site is available, the league fee will be dropped to the original $30.

H. Amendment to Section V, article 7 (Tyler McCarty): Between the keeper deadline and the draft, if a player that has been kept suffers a serious injury and there is an official report on ESPN, Rotoworld.com, or the specific team's website that the player will miss 2 games or more in the REGULAR season, the player may be swapped out for a different keeper. In the same vein, if there is a demotion of that player on the teams official website, that player may be swapped out for a different keeper.
