So whoever gets the 1.12 in the startup gets 1.12, 2.01, 3.12, 4.01 etc. in the startup draft, and then gets 1.01, 2.01, 3.01, 4.01, 5.01 in the rookie draft?

If you included rookie picks or just rookie players in the startup I would do it, but the difference between 1.01 and 1.12 in a startup is not nearly as huge as the difference in rookie picks.
