Looking for an auction dynasty salary cap league with some specific parameters

Looking for a dynasty auction league, but have some specific parameters so I'm not hopeful there is something close to it out there with availability (yeah I know I should probably just try to start one up).
Requirements:
Dynasty with salary cap
Auction
Salaries determined by auction prices paid
Salaries progress every year (make it more difficult to keep the high priced stud players every year, but reward for that lower priced diamond in the rough - perhaps in this sense it's not a true dynasty)
Auction every year to acquire players not retained and rookies
Blind Bid free agents
No IDP
Would prefer:
Best ball lineups (but not true best ball - I still want waivers, trades, etc)
No kickers
No defenses
Would prefer 0.5 PPR and no TE premium
Flexible on the flex spots but always nice to have at least a couple flex positions.
If anyone has something like this available I'd love to hear from you. If not maybe there's enough interest to get something started?
