If it's 1QB 10 Team then I would not go after QBs in the trade.
If it's 1QB 32 Team then yes, absolutely go for something like this.

Personally, I would not trade for running backs in rebuilds until I have solid QBs, WRs, and TEs.
RBs give immediate impact and if the rest of your team is mediocre you may find yourself in the dreaded middle of the pack and having to start the rebuild over.
