I'd spend a hefty amount of faab to acquire Lockett. Maybe values are different in your league. But if you can snag him you likely have a chance to flip to a contender in season for a late 2nd. I'd happily blow my faab on a 2nd. How often do you find a fantasy wr2 floor on the ww?
